This is a Cornus, but not a dogwood (C. sanguinea)! It's a C. mas or cornelian cherry, but the ATI doesn't include this species on its drop-down menu -and you can't verify a tree unless you give it a species name. Whatever.
It's number 071844 in the 2005 tree survey.
